APPOINTMENT OF INDEPENDENT PERSON

Localism Act 2011

The District Council invites applications from individuals wishing to take on the role of an ‘Independent Person’, to assist in its duty of promoting and maintaining high standards of conduct by elected members and co-opted members, for the District Council and the town and parish councils within the district.

The Independent Persons will work with the District Council’s Monitoring Officer and provide objective and impartial views on complaints about Councillors’ behaviour.  This will include attendance at formal hearings if it is decided to consider a complaint. Considering complaints against councillors will be the majority of an Independent Persons’ work. They will, more rarely, be a member of the Panel advising the Council on matters relating to the dismissal of the Council’s Head of Paid Service, Chief Finance Officer and Monitoring Officer, as required by statute.

We are looking for two persons who have a keen interest in matters of probity and integrity in public life and who are independently minded, impartial and objective, possesses good communication skills and are able to work as part of a team.

The Independent Persons will need to be able to devote time to the work as meetings will normally be held during the daytime. In addition to being called upon to give a view on matters which have been investigated, it is possible that the Independent Persons may be invited to attend meetings of the council’s Audit and Governance Committee which meets at least four times a year.

The role of the Independent Person is currently unpaid, although they will be entitled to claim expenses for travel and subsistence when they attend meetings but otherwise the work is entirely voluntary.
Shortlisted candidates will be interviewed by the council’s audit and governance committee who will then make a recommendation to the full council.
