£69,855 to £79,006 per annum based at County Hall, Penrhyn Road, Kingston upon Thames KT1 2DN, although the Council will be relocating to Woking in 2020. Please note that Surrey County Council's headquarters, where this role is currently based, will be relocating back into Surrey in 2020 to support our Community Vision 2030.

About the role
Moving home is widely recognised as a challenging life event. Now imagine being responsible for the direction, oversight and success of a relocation programme that encompasses numerous buildings and a head count of more than 4000 people. Sound like a challenge? It will be.
Our Moving Closer to Residents programme will relocate County Hall into the county and is integral to the council achieving a desired step change in both culture and approach to modernising services and responding to funding challenges. We are unusual in being a council that has its headquarters based outside of the area whose population we serve. A move to within the county will give us an opportunity to develop and support new, agile ways of working and the development of more flexible and collaborative ways of providing services with our partners.
In this role you will work closely with the Executive Director for Customer, Digital & Transformation (Michael Coughlin who sponsors the programme and chairs the Programme Board. You will also work closely with Councillor Tim Oliver (Council Leader), the initiator of the programme.
The role will require you to co-ordinate, oversee and manage the programme in its entirety, ensuring that it is delivered on time and to budget. A critical element of this work will involve linking the County Hall move to our agile and digital transformation programmes. Other work streams will include new ways of working, property disposal and refurbishment, HR policies and procedures and critically, communications and stakeholder engagement
This is a unique and historic opportunity to help the Council move into Surrey and a new era. We are looking for someone who can evidence a successful track record of the programme management of complex large scale relocation programmes. You will be comfortable providing strong, visible leadership, working in a political environment or similar and committed to engaging with staff to help facilitate improvements during the programme.
