Employment and Skills Delivery Manager

Lincolnshire County Council has an exciting opportunity for an Employment and Skills Delivery Manager, working within the Greater Lincolnshire Local Enterprise Partnership team, supporting the LEP Skills Policy Manager to deliver Employment and Skills outcomes across Greater Lincolnshire for local residents, businesses and schools. 

The Greater Lincolnshire LEP is one of 38 LEPs across England.  LEPs are business led partnerships between local authorities and local private sector businesses.  They play a central role in determining local economic priorities and undertaking activities to drive economic growth and job creation, improve infrastructure and raise workforce skills within the local area.  LEP boards are led by a business Chair and board members are local leaders of industry (including SMEs), educational institutions and the public sector.

About the role

The team supports the LEP's Board of Directors and its Strategic Advisory Boards, including the Employment and Skills Board which will have a key role in the work of the LEP Skills Policy Manager and the Skills Delivery Manager.      

The Skills Delivery Manager will undertake a range of tasks that contribute to the outcomes of the Greater Lincolnshire Employment and Skills strategy and plan, and the emerging Local Industrial Strategy, as directed by the LEP Skills Policy Manager.  

These include, but are not limited to: Managing and supporting the work of 3 members of the LEP team who are working with local businesses and helping them to work more closely with schools;  Understanding and mapping local employment and skills programmes for adults and businesses; Translating policy around skills, particularly the new national retraining scheme and adult careers services; Managing and developing The World of Work website contract; Supporting the national rollout of T-Levels; Designing and developing publically funded programmes and bidding for funding to fill gaps.      

The LEP team works closely with Government departments and many local partners such as local Universities, Further Education Colleges, Local Authorities Department for Work and Pensions, Department for Education, Education and Skills Funding Agency, business organisations such as Chamber of Commerce, Federation of Small Business. 

We are offering a competitive salary of £34,788 - £38,813, along with a pension and a comprehensive benefits package.

Travel around Lincolnshire will be expected as part of the job.   

The position is on a 2 year fixed term basis with potential/aspiration to become permanent. 

About the team

The team is a friendly one, busy, matching the fast paced nature of some of the policy work required, but that also means that we work flexibly.  Four of the ten people who make up the team work from different parts of the county, and there are also opportunities to work from home. The entire team comes together at least once a week at the Lincoln base, and regular team meetings ensure that we stay in touch.

About you 
Are you looking for a new challenge?  If you have excellent communication, negotiation and presentation skills, enjoy meeting people and have previously managed a small team then this role could be for you.

You might be working in the publically funded education or training sector, or you could be working with businesses, supporting them to grow through business support schemes. Perhaps you want to get involved with an organisation that commissions programmes, rather than delivering them directly, and facilitates others to find solutions. 

The successful candidate will already know, or been keen to learn about, Government policy relating to employment, skills, training and the economy.  They will have the ability to write reports and simplify complex subject matter and be able to juggle competing workloads.
