Please note that Surrey County Council's headquarters, where this role is currently based, will be relocating back into Surrey in 2020 to support our Community Vision 2030.

This is a 12 month fixed term contract.

About the role

Surrey County Council is undergoing a period of significant change. In the context of shifting resident demands, the increasing need to deliver value for money and our ambition to be a leading council we need to rethink and reassess how we provide services.

In order to achieve this we have embarked upon a significant transformation programme which consists of a number of key projects that are critical to the future success and financial stability of the council. We therefore require strong programme managers to drive the delivery of these programmes and ensure they are delivered on time and to budget.

Our transformation programmes span a range of transformational activities across all of our directorates and are varied in terms of their subject matter and end goals. Areas of focus include, but are not limited to, Children's Services, Adult Social Care, Highways and IT & Digital – if you are a professional project manager who relishes a challenge then we want to hear from you.

The programme manager role will require you to co-ordinate, oversee and manage a programme in its entirety, ensuring that it is delivered on time and to budget. There will be multiple work streams within the programme that may include new ways of working (including true mobile working), reshaping teams, income generation and critically, communications and stakeholder engagement.

We are therefore looking for people who are organised, analytical, have excellent communication skills, experience working with a broad range of stakeholders and who are not afraid to challenge the status quo. Experience and/or knowledge of Local Authority service delivery would be helpful but not essential.

We currently have roles available to support the following transformation programmes:

Customer Services – to drive a range of activities that will transform customer interactions. This will include new operating models and the use of digital technologies to reduce and streamline services to make them more accessible, easy, efficient and effective as possible.

Being Entrepreneurial – to help us adopt a more commercial mindset and generate income opportunities across a wide range of areas, such as countryside, ceremonial services, and operational activities such as payroll. We want to reinvest in services in order to reduce the financial burden on residents and enable us to make the most effective use of existing budgets.

Working Differently with Communities - to create new and innovative approaches that enable community-led initiatives to flourish and support residents to have a greater role in the design and provision of services.
