The Healthy Streets programme aims to make active travel safe and accessible for people who live, work and visit Enfield. We deliver a range of schemes across the Borough to deliver a connected network of walking and cycling routes and facilities, encouraging behaviour change through a combination of street re-design, events, cycle training, and a range of services.

Enfield Council are looking for an experienced communications and engagement professional to lead the public narrative and community engagement for the Healthy Streets programme. We are seeking a candidate with experience in public relations for transport related projects, particularly active travel, and is educated at degree level or higher. This role has influence across the programme and requires collaboration with project managers to design and deliver robust communications and community engagement programmes, aligning this activity with the RIBA Plan of Work. The successful candidate will have an in depth understanding of statutory consultation and engagement practices, the handling of Freedom of Information requests and complaints, social media marketing and web development. They will have experience in communications and engagement on projects that are high profile, may be controversial, and are frequently under scrutiny.

The successful candidate will be required to lead a number of initiatives whilst in the post. Early on they will be required to lead the development of a new corporate website for Healthy Streets, including a branding update. They will also continue the work on the Let’s Talk Enfield Town engagement programme for the main town centre in the Borough. There will also be a range of new projects requiring early community engagement. Additionally, the post holder will oversee all enquiries for the programme, social media channels, newsletters and the Let’s Talk Enfield website. This post requires frequent engagement with senior stakeholders, including Cabinet Members, Councillors, Heads of Service and department Directors.

Person Specification for this role:

  • Extensive experience in designing and delivering community engagement programmes on high profile transport projects including cycling.

  • Extensive experience in strategic communications on high profile transport schemes, including managing communications for controversial projects.

  • Experience in managing and responding to a wide range of correspondence in a timely, informative and considerate way, including Freedom of Information requests, complaints, incident reports, and correspondence with Councillors, MPs and senior stakeholders.

  • Experience working on town centre regeneration, active travel, and traffic related projects.

  • Experience in managing a multitude of stakeholder relationships with funding partners, suppliers, contractors and senior decision makers.

  • Experience in managing and writing content for social media channels, in particular Facebook and Twitter.

  • Experience in managing websites and web content, including using Wordpress and digital engagement platforms.

Relevant qualification at degree level or higher required.

The postholder will be required to work flexibly, occasionally working outside normal working hours in order to respond to work demands.

Knowledge required:

1. Understanding of PR concepts and practices.

2. Understanding of Freedom of Information requirements.

3. Understanding of statutory consultation processes and procedures.
