Salary Range: (M1) £35,745 to £39,880 per annum
Hours: 37 hours per week
Contract: 18 month Secondment / Fixed Term Contract

The role:

This is an exciting opportunity, within Public Health to support the County Council and its key partners to develop and commission services for adults with a complexity of need who are at risk of homelessness

The Public Health team is seeking to recruit a highly motivated Commissioning and Monitoring Officer role within the Public Health Team to work with the Commissioning Manager with a primary focus around the Hertfordshire Supporting Adults with Complex Needs Strategy and other related workstreams.

You will have the opportunity to become involved with both maintaining and evolving some new and innovative initiatives that have been put into place during the COVID period around housing related support for rough sleepers and those with complex needs where you will have the opportunity to provide Public Health input and influence into future commissioning models for housing related support services. You will also assist and support the Complex Needs Housing Related support commissioning process alongside Adult Care Services and Public Health and will have the opportunity to be part of a large-scale procurement process from beginning to end.

You will work within the Contracts and Commissioning Team where you will get a good understanding of the range of services in which Public Health commission, the procurement process as well as contract monitoring and quality assurance processes. The role will require proactive and effective joined-up working with a range of departments and colleagues across the County Council including and primarily Adult Care Services as well as Districts and commissioned providers.

The successful candidate will work, both autonomously and as part of a wider team, and will include contributing to strategy delivery plan, advising on best practice and providing input on service design

Skills and Experience

You will be able to demonstrate the necessary skills and expertise to develop and maintain robust links with partners and be able to involve stakeholders in service development

With ideally a background in commissioning and data analysis you will be in a position to inform the direction of future commissioning intentions in the future.

You will need to be self-motivated, driven, have a flexible approach to work, have good organisational skills and computer literacy, and be able to work to deadlines.  You will be working with people at all levels across different organisations so you will be able to adapt your communication style as needed, influence others when required, and act as a role model across disciplines.
