Enforcement Officer

Are you up for a challenge? We are looking for an enthusiastic, motivated individual to work as part of the Dartford Borough Council Parking Services team as a Enforcement Officer within a highly respected, busy multi-agency Community Safety Unit (CSU).

This is a uniformed role and your main focus will involve the enforcement of Parking Regulations in a professional and customer focused manner by patrolling the roads and car parks of the Borough as directed.

You will advise and assist members of the public as required, enforce the Parking Regulations to prevent unlawful parking, assist in the free flow of traffic and issue Penalty Charge Notices (PCN’s) to any vehicle not complying with the regulations by using the hand held computer equipment provided.

You will also have powers to issue Fixed Penalty Notices (FPN’s) for littering, fly tipping and dog fouling offences in the Borough where required and issue Fixed Penalty Notices (FPN’s) for breaches of the Boroughs Public Space Protection Orders.

You will advise the public on all Parking and Environmental crime matters including how to pay or appeal a PCN / FPN in a confident, polite and professional manner as an ambassador for the Council.

You will give help and advice to the public on general enquiries such as giving directions to help promote a positive image of the Council and check the accuracy of the various lines and signs throughout the Borough including car park conditions and pay and display machines, reporting faults and discrepancies.

You will be in a position to provide information from time to time to assist other Council departments or the Police, for example reporting abandoned vehicles, blue badge misuse and environmental offences and attend Court and Adjudication Hearings as a witness as required.

Tact and diplomacy are essential skills for a Enforcement Officer as you will encounter members of the public from all walks of life and will be expected to treat everyone politely and fairly under sometimes, challenging circumstances.

You should be as comfortable working alone as working as part of a team and be able to use your own initiative.

You need to be literate, numerate in Microsoft Office products with 5 GCSE’s or equivalent.

The Community Safety Unit is a co- located office with Kent Police and you will also be involved, on occasions, with the work of other officers who deal with environmental enforcement, licensing and community Safety.

This is a full time role, working 37 hours each week worked over 6 days between the team. A rota system is operated between 0700-2100 Mon-Sat (including Bank Holidays where necessary). The rota is designed to deliver efficient services to cover both ends of the day to maximise necessary enforcement.

A DBS check will be carried out for this role.  Previous experience of working in a public facing role in an enforcement / compliance or advisory type environment is desirable.

This post is considered by DBC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English sufficient for the effective performance of the job requirements.

You should hold a full driving licence. Free parking is available. The Council operates a flexi time working policy.
