Head of Capital Delivery
Salary: HOS1 £52,704 to £70,272
X1 Permanent, Full time (36 hours) position
This is an excellent opportunity for an experienced Project/Programme Manager to manage a combined School’s capital programme consists of approximately 70-plus projects within a three-year rolling programme with a budget regularly in excess of £50 million.
You will lead and coordinate a dedicated team of Client Project Managers (CPM) for the delivery of the Council’s Schools Capital programme as well as the Council’s Schools PFI Contracts Manager.
The Head of Capital Delivery will be responsible for delivering increased capacity to accommodate changes in the pupil numbers, Capital Fire Safety and Capital Maintenance programmes in the People Directorates’ building portfolio.
You will be accountable for ensuring the capital programme delivers high quality outcomes which contribute to improved teaching and learning environments within schools whilst providing good value for money for the Council.
The role is a significant post in the Strategic Resourcing & Partnerships Service within the People Directorate. Line management will rest with the Head of Strategic Resourcing & Partnerships.
The successful candidate will be responsible for allocating and quality assuring individual capital projects with varying budgets. Coordinating the schools capital programme you will monitor in-house and external professional team. The timely reporting of project progress and variation, risks and financial position for the portfolio of projects to senior officers and Councillors is a key accountability of this role. You will ensure management of stakeholder expectations and to ensure all partners are involved throughout the life cycle of all projects.
We require someone with significant experience of managing a multi-million-pound capital programme. The applicant will need to demonstrate good knowledge of school organisation, school buildings, Local Government Financial regulations and have excellent programme/project management skills. You should also have reasonable understanding of building maintenance requirements.
The successful applicant will be joining an established and committed team in a progressive service working closely with other council services and Directorates and wider education stakeholders.
