People Services Transformation
Surrey County Council is undergoing a period of significant change. In the context of shifting resident demands, the increasing need to deliver value for money and our ambition to be a leading council we need to redesign what we do and how we do it.
We have embarked upon a journey of significant transformation within children’s services and adult social care. This is being achieved through transformation programmes that are critical to our ambition to support individuals and communities to have independent and fulfilling lives, whilst ensuring that our services are effective and financially sustainable. We therefore require experienced programme managers to drive the delivery of these programmes, ensuring that they deliver the required outcomes on time and to budget.
The programmes cover a range of areas including commissioning, technology and service delivery transformation, but are all ultimately about changing ways of working, changing relationships and behaviours, and improving outcomes for our communities.
We are looking for people with:
- The experience and ability to manage programme definition, design and delivery of one of the transformation programmes
- Strong organisational and business change skills - to ensure high quality governance, planning, reporting and financial monitoring arrangements are in place Experience of facilitating service design and or business change activity
- Excellent communication and influencing skills - with experience of working with a broad range of stakeholders; driving forward programme delivery and providing constructive challenge
- “Hands on” programme management experience - with the ability to develop high quality briefs and business cases, proactively manage risks and issues and works with the business to support benefits realisation
In summary we want to hear from professional programme managers who relish a challenge and have a track record managing successful programmes. Formal training and accreditation in programme management would be desirable but is not essential. Experience and/or knowledge of Local Authority services and an interest in social, educational and community services would be desirable, but again - not essential (we are not looking for subject matter experts).
The roles are fixed term for 1 year, with the potential to extend depending on the needs of the programmes. The starting salary is from £53,018 and is accompanied by a generous holiday and benefits package. Please note, it is policy for new employees to commence at the beginning of the relevant salary range with limited exceptions. The roles are scoped as full time, but we would encourage individuals with flexible working requirements to apply.
The roles will be formally based in Reigate and some travel to other venues in Surrey will be required for specific meetings or workshops. However, during the Covid19 restrictions, home-working is in place and post Covid19 the proposal is to retain an agile workforce approach, including home working and flexible use of local offices in Surrey. We will make sure you have everything in place to do this effectively, including training in Microsoft Teams.
