The role

Responsible for the delivery of excellent housing management, resident involvement and housing support services to tenants in Council Housing and a permanent Gypsy and Travellers site within the Borough. You will directly manage a case load and be responsible for tenancy and estate management whilst providing a first point of contact for all tenants supporting them to resolve issues with respect to service provision, repairs and other landlord functions

In this role, you will forge strong partnerships with residents, other council departments, external agencies and voluntary sector groups to continually develop to ensure residents comply with the terms of their tenancy / pitch agreements whilst also seeking to improve the service taking in to account resident feedback and complaints.

Main responsibilities

Through daily site visits, manage and monitor tenancy / pitch agreements, update records, action and/or identify all forms of anti-social behaviour, breaches of tenancy, and take prompt and effective action to resolve complaints.

Investigate complaints of nuisance or anti-social behaviour and in conjunction with Community Safety Unit, take action to resolve problems. This may include interviewing victims and perpetrators and taking witness statements and maintaining accurate records using the council’s housing IT systems.

In conjunction with the Income Team, monitor rent accounts, advising tenants on reducing their arrears and sustaining their tenancies, clearly explaining methods of payment.

Action and administer Notice to Quits, tenancy terminations, abandonment of pitches, unauthorised occupancy in liaison with other Council departments and external agencies where breaches of agreements can be evidenced.

To manage the allocation process for Council Traveller sites from application through to letting and signing up new pitch occupants.

Liaise with residents moving in and out of accommodation including carrying out accompanied viewings and pre termination inspections and updating the council’s IT systems

Carrying out property inspections prior to mutual exchanges and preparing the legal paperwork to effect the assignment

Conduct regular formal health and safety inspections of the permanent Gypsy & Traveller Site with Property Services to ensure that an acceptable level of health and safety is maintained at all times and report any identified issues to Health & Safety for advice and remedy.

Liaise with external agencies such as Mediation services, Mental Health, Police and partnering social landlords etc.

To keep up to date on legislation and policy issues in relation to Social Housing and Gypsy and Traveller housing needs to translate changes in to practice

Develop positive and effective professional relationships with key Council services and outside agencies to ensure a joint approach is taken to resolve issues as necessary

To develop strong relationships with community members and leaders and to undertake engagement activities for the community and professionals and voluntary sector groups who work with the community.

To develop strong working relationships with equivalent officers from other local authorities and to provide a primary conduit of information about challenges and good practice from other boroughs.

To provide timely information to relevant officers on any developing concerns or developments in relation to the site associated with behaviours that could impact on local residents to agree a course of action to mitigate concerns. 

To support the appropriate officers and external agencies with any action being taken, providing statements and attending court as a witness for the Council where required.

Identify vulnerable residents and their support needs to liaise with, and signposting to appropriate external agencies.

Essential qualifications/experience-

Relevant housing related professional qualification

Experience of managing Council Gypsy and Traveller sites and social housing tenants.

Experience of working in a Housing environment

Multi-agency and partner working / coordination.

Experience of being able to understand, review and develop operational policies and procedures as required

Developing bespoke policies and procedures.

Managing complex projects.
