An exciting opportunity has arisen within the Democratic Services & Elections Service, which forms part of the Deputy Chief Executive Directorate within Buckinghamshire Council.

The role will support the facilitation and delivery of the Council's Scrutiny and Select Committee processes, and is within the Scrutiny Team.

About us

Following a detailed service review, a new Structure for Democratic Services & Elections has recently been implemented and we are looking for an energetic and experienced individual to join our new Scrutiny team.

The Senior Scrutiny Officer will offer comprehensive and professional support to the Council's scrutiny process providing advice on both policy and governance to enable Select Committee members to influence and improve outcomes for Buckinghamshire residents. Working closely with the Select Committee Chairmen, you will develop a forward Work Programme and identify appropriate topics for in depth review work, as well as attending meetings, producing agendas and minutes, compiling briefings and writing detailed reports.

The Scrutiny team will continue to refine and improve our processes, explore best practice ideas and provide training for members and officers on the role of Scrutiny, so this is a really exciting time to join our team. Support and assistance to the other teams across Democratic Services will also be key.

Currently there are 194 Members on the Council, with the first Buckinghamshire Council elections scheduled to take place on 6 May 2021 and the post will have a key role to play at the heart of Scrutiny, supporting the work of the Council's six Select Committees.

About you

You will have previous experience of working within democratic services and scrutiny in local government and a proven ability to build strong working relationships with both elected members and senior officers. You will be comfortable dealing with politically sensitive information, have experience of using Mod Gov software, and be able to produce professional and accurate minutes of Committee meetings.

You will have excellent written and oral communication skills, alongside well-developed IT skills and be happy to work using your own initiative. Naturally curious, you will enjoy being able to guide members through in-depth scrutiny reviews and investigations. You must be able to work flexibly to respond to Service demand and should also have had experience in the delivery of virtual, remote meetings with Elected Members.
