About The Job

Salary: £29,557 - £32,234

Working Pattern: Full-time (37 hours per week) and Part-time available

Contract Length: 6 Months - 12 months (depending on specific vacancies)

Location: County Hall, Chichester

Here at WSCC we have a number of opportunities available for experienced HR Advisors. The opportunities are to cover existing roles in our HR Business Partner function as well as the need for HR input to a project involving the re-introduction of an outsourcing service back into the council (IT Services).

As a HR Advisor in a Business Partnering team you will focus on employee relations, working alongside managers to ensure that their disciplinary, grievance, sickness absence and performance management cases are managed effectively and that we take a proactive stance to achieving resolutions. In the project role you will work with HR Business Partners supporting the organisational changes needed for the IT project work.

All of the HR Adviser roles will need you to offer advice on HR and workforce issues using a positive solution focussed approach. You will be a strong communicator and be able to influence where needed. The role of a HR advisor is a busy one, with no two days the same but also rewarding, so you will be confident at managing your own priorities and escalate areas of risk. You will be part of a HR Business Partner team supporting the delivery of either a day to day HR service or a specific project both operating within the strategic People Framework and Directorate/Service People Plans.

Experience and Skills

You will need to have strong employee relations knowledge as well as the ability to challenge existing practices and identify innovative solutions. You will have excellent communication skills with the ability to successfully influence and persuade others and be comfortable working with and analysing data that informs workforce interventions.

To be successful for our project role you will need to be able to demonstrate extensive experience of TUPE transfers and restructures.

In addition you will also be able to demonstrate the following key skills and experience.

Key Skills:

  1. Ability to quickly establish credible working relationships with clients, in order to deliver a professional, accurate and customer focused service
  2. Ability to analyse and interpret information, carry out research and produce well written business reports.
  3. Demonstrable evidence of having researched and resolved issues and contributed to HR policies and/or procedures reviews

Qualifications and/or experience:

  • Working towards Level 5 in CIPD or equivalent qualification or experience
  • Experience of providing comprehensive HR generalist advice and support to managers on HR policies, practices and processes to managers and responding to employee enquiries
  • TUPE experience is required for the project role.

Rewards and Benefits

In addition to 26 days holiday as an employer we recognise that it is our employees that are central to everything we do. We aim to create a supportive and dynamic working environment where employees can achieve their full potential, achieve a healthy work-life balance and are rewarded for the work they do.
