About Us

This is a significant role as part of the senior leadership team under the Assistant Director for SEND and Inclusion. It will sit alongside the Principal EP and the Service Lead for the Special Needs Assessment Team to support the AD working in partnership with the other Services across the Education and Skills Directorate and the wider Children's Services department, as well as key external partners. The postholder will play a strategic role in driving the cultural change needed to embed inclusive practice and build parental confidence in our educational settings across the county.

The role will provide a focus on service delivery and leadership across our specialist teaching teams and manage key partnerships with our partner agencies.

We are looking for a confident, inspiring, and motivational individual to provide professional leadership as the Senior Manager of the service area.

The service comprises of 4 teams: Learning and Behaviour Advisory Team; Autism and Social Communication Team; Ethnic Minority and Traveller Achievement Service; Sensory Support Team (HI and VI), equating to approximately 46 staff. These teams have related activities and similar purposes which require integration and co-ordination as a substantial county wide service which covers the Early Years and school age range. You will line-manage each team's manager and support them in their management of the wider teams.

You will be passionate about bringing new ways of working to meet the aims of the Inclusion Service. You will have strong negotiation skills and tenacity to reach a desired outcome to suit schools and families for specialist provisions whilst being pragmatic about the ways in which those outcomes will be achieved.

The focus will be to ensure effective service delivery, provide support and direction to ensure a quality delivery in an emotionally challenging environment and to persuade and influence a wide range of people to achieve the required outcomes. You will also challenge existing practices to deliver innovative solutions and alternative courses of action.

These priorities will be achieved through efficient processes, strong partnerships and more effective customer engagement. This role will need to ensure whole service adherence to the regulations outlined in the Children and Families Act 2014 and the SEND Code of Practice 2015.

Experience and Skills

Key Skills

  • Broad operational work experience applied in a variety of settings, appropriate to the business.
  • Significant post qualification experience in dealing with significant and complex issues.
  • Evidence of managing teams or a corporate-focused specialist service to deliver an outstanding service to others.
  • Considerable experience of managing and leading business activities with conflicting requirements.
  • Experience of managing a budget and contributing to decision making on high level spending.
  • Exposure to shaping and supporting initiatives in a political environment
  • An understanding of developing the skills, expertise and confidence of schools to meet the needs of pupils with SEND.
  • Experience of multi-agency working at strategic and operational levels.
  • Experience of leading continuous professional development and coaching to improve teaching and learning.
  • Knowledge and understanding of the wider legislative framework relating to Children's Services.

Qualifications and/or experience:

  • Educated to degree level with Qualified Teacher Status
  • Post graduate qualification or equivalent experience in SEND
  • Knowledge and experience of leading effective inclusion strategies
  • Knowledge and understanding of the wider legislative framework relating to Children's Services
  • Up-to-date knowledge and understanding of Education legislation, the SEN Code of Practice and of the OfSTED inspection framework
