Systems Development & Information Manager

A new and exciting opportunity has arisen at Medway Council within the recently restructured Human Resources team. This role will lead on the management, development and maintenance of the HR and Payroll system and associated systems, to ensure the effective management of human resource data and the successful delivery of modern digital services to internal and external clients whilst meeting statutory, regulatory, legislative and performance requirements.

Working closely with colleagues across HR, Payroll and ICT this role will look at processes and outputs in order to plan and deliver improvements to the way we currently manage and utilise human resource data. 

Excellent engagement, communication and influencing skills are essential as you will work with key stakeholders to heighten the customer experience and to ensure that systems and processes meet the organisation’s needs.  

Project management with either HR, Payroll or ICT operational experience of developing systems and strong analytical skills.

Analysing data and providing management information to all areas of the organisation will be a key factor to success in this opportunity.

Key tasks will include:

Leading a team of 3 systems officers in developing our combined HR and Payroll system (currently Resourcelink, Zellis) to ensure it is fit for purpose.

Ensuring the efficacy of reports, modifying current reports, or operationalising new reports/methods to suit business/operational needs.

Maintaining the integrity of data, using attention to detail to identify and investigate data anomalies, pro-actively rectifying root causes, and continuously improving processes and data reliability.

Crafting standardised real-time dashboards displaying key metrics and insights from which HR and operational leaders can easily interpret and draw meaningful insights.

Application configuration and issue resolution to support the implementation of system upgrades, patches and fixes including ongoing maintenance and troubleshooting.


A solid understanding of people and/or payroll systems and ability to apply these to human capital management

Ability to work independently as well as in a team environment, especially with colleagues who are working remotely

Excellent written and verbal communication skills with high degree of accuracy and attention to detail

Delivery and solution focussed

Highly Desirable:

Previously worked on a Zellis’ Resourcelink implementation project from a project manager/systems manager perspective

Technical knowledge of Zelllis’ Resourcelink, Resourcelink Reporting Services (RRS), Power BI including data migration, configuration and development
