Business Improvement Manager

We have a vacancy for a Business Systems Manager who will join the Libraries Technology Team to deliver improvements to library IT systems as well as developing new IT initiatives for the service.

The Business Systems Manager role is critical to our success. It provides the link between specific IT system suppliers eg Lorensbergs (Netloan), Bibliotheca (kiosks), and the service, helping to articulate service developments and needs as well as ensuring that our libraries have access to the latest technology to fulfil the Inspiring Libraries ambition of being a service that is ambitious in it’s use of technology and digital formats for the benefit of Hertfordshire residents.

The purpose of the role is to co-ordinate specific areas of business improvement in relation to library IT systems development and business needs, in order to drive continued efficiencies and improved outcomes for library service customers.  The role engages with staff across all library service points & central functions– it has a considerable reach!

The role-holder, in return, will have an unparalleled opportunity to ensure library IT systems are developed to deliver robust business systems, manage exciting IT projects and IT upgrades, as well as exposure to colleagues at all levels in the organisation and with staff in HCC Corporate ICT and Serco – it is a highly rewarding opportunity!

You will need to have excellent project management skills, an ability to translate business needs into system improvement requirements and excellent communication skills including experience of managing contracts with third party suppliers.  You will have the ability to work independently as well as confidence to make decisions on behalf of the service which impact on IT delivery solutions.  You will also have a well-developed understanding of all aspects of ICT and be competent in it’s use.

The full responsibilities for the role are set out in the attached Job Outline.
