Project Manager – Capital Delivery

Role Purpose

Responsible for the delivery of a portfolio of capital delivery projects from inception to completion including Housing and Corporate schemes which will involve construction and handover within approved parameters ensuring maximum quality and value to the Council, its stakeholders and clients.

The role requires the post holder to produce regular progress reports to senior politicians and senior management, ensuring that effective contact between partners and directorates are maintained. Using initiative, deal with enquiries in a sensitive, efficient and accurate manner in an environment where there are competing demands.

The role includes building positive relationships with key stakeholders, including elected members to achieve the Council objectives for capital projects.

Working with clients across the Council and external partners to identify and manage project dependencies, risks, issues and actions.

Key Responsibilities

The post holder will provide a high quality specialist project management expertise and technical advice relating to major capital delivery schemes including the compilation of project management reports and helping the team to track and report on progress across a range of project workstreams. The post-holder will engage with and build professional relationships with clients and key stakeholders to facilitate a professional project management environment for project delivery.

Using their own initiative, the post holder will undertake a variety of project management activities relating to workstreams contained within the capital delivery programmes. The role will be responsible for establishing, servicing and co-ordinating the work of Project Team Meetings, this will include ensuring that meetings are properly arranged, serviced and consultants are managed and that actions are chased following the meetings to maintain pace and delivery.

The post holder will also be required to undertake the development of tender documents and project specifications that will provide the required technical expertise to deliver the scheme, with the ability to respond effectively to tight deadlines in a pressured environment and attend site to supervise/track the progress of delivery  The post holder may be required to act on behalf of the Council. 


You will have experience, knowledge and understanding of working in a Local Government or similar environment and familiar with associated performance and reporting protocols.

You will be able to demonstrate a good knowledge of the risks and opportunities inherent in major capital project delivery, and the tools to manage and maximise these throughout a project’s lifecycle.

You will have comprehensive up-to-date knowledge and understanding of capital schemes and an understanding of the general planning environment; relevant legislation, and knowledge of how building design and improve and support the creation of sustainable communities.

You will be able to demonstrate knowledge and understanding of a capital project’s lifecycle, and the key milestones/tasks involved at design, procurement, and construction, handover and operation phases, RIBA stage 0-7.

You will have the ability to manage changing circumstances and requirements, assess implications for capital delivery and initiate appropriate responses to meet targets and deadlines. You will have the experience of managing project teams including external consultants for the purposes of achieving and delivering outcomes, and the ability to respond effectively to tight deadlines in a pressurised environment.
