As the Local Transport Project Officer you will be responsible for the development and delivery of the Local Transport Improvements Programme that includes overseeing evidence led scheme feasibility; preparation of preliminary designs for consultation; preparation of funding bids and business cases; preparing and presenting reports; management of consultants; and coordinating monitoring and evaluation of scheme delivery.

The key focus of your role will be to work with District and Borough Councils and the County Council's Planning and Policy Team to secure external funding from local developments to help deliver highway and transportation improvement schemes. You will also comment on Local Cycling and Walking Infrastructure Plans.

You will comment on Local Cycling and Walking Infrastructure Plans; travel plans; infrastructure business plans; planning applications in relation to safe and sustainable travel, influence decision making and take opportunities to secure external funding that will make conceptual improvements a reality. You will act as client for Walking and Cycling priority; Bus Priority and development led strategic priorities.

You will work with school leaders; bus operators; design engineers; highway engineers; road safety professionals; cycling and walking groups; District/Borough and Parish Councils; and County Councillors to identify improvements that improve active travel and transport around the county.

Experience and Skills

You will need to demonstrate a good understanding and knowledge of relevant highways and transportation as it relates to active travel, as well as understanding funding secured through development.

Key Skills:

  1. Excellent communication skills with the ability to influence the actions of others and communicate information that may be complex and contentious. Including the ability to negotiate solutions across wide areas of the business and successfully convince others of the need to take a specific course of action. Ability to quickly assimilate information, consider the issues / risks / resource implications and persuade the client to adopt the most appropriate course of recommended action
  2. Ability to think creatively, innovatively and laterally and to adapt to changing situations in a measured and flexible manner in order to adapt the advice and guidance provided to suit any change in circumstance whether legislative, structural, partnership related etc.
  3. Ability to research, analyse and interpret information to make effective and robust judgements and write and present reports, business cases and bids which plan long term policy and business implications and set timescales and make articulate recommendations, taking account of budgetary implications and the broader impacts on the business.
  4. Ability to organise/prioritise work, co-ordinate a variety of tasks in a clear and logical way and meet agreed deadlines which minimise the disruption to the business.
  5. Effective people management skills and the ability to provide direction and motivate and inspire the team.
  6. Sound and accurate IT and keyboard skills, in order to produce reports and monitor statistics.

Qualifications and/or experience:

  • Degree in a relevant subject (e.g. Highways and Transport related/ Sustainable Development) or equivalent qualification or demonstrable equivalent comparable experience.
  • Extensive experience working in the field of sustainable/active transport or a related discipline.
  • Experience of working in Local Government or private sector on sustainable transport, with an understanding of local government functions and processes.
  • Relevant advanced theoretical and procedural knowledge of the relevant specialist area, plus a detailed knowledge of the general operation of the Service gained from practical application of the specialism e.g. planning, sustainability and healthy policies and behavioural change guidance.
