Senior Development Engineer

The starting salary for this role is £40,227 per annum and is based on a 36 working hour week. 

An exciting opportunity has arisen within our Transport Development Planning Team at Surrey County Council. As Senior Development Engineer you will play a key role in assisting the management of the technical and site inspection elements of all development related work across the County. This will include checking, assessing and commenting on and approving Section 38 and 278 engineering layouts and details and ensuring their delivery on the ground through managing site inspection works that are an essential part of this process.

In order to do this, you will work closely with Transport Development Planning Officers, other teams within the directorate and developers throughout Surrey. You will liaise closely with the Highways & Transport and Place Development Services to ensure that on site developments are managed appropriately and safely to minimise congestion and delays on the highway network and ensure the co-ordination of all works within a fully integrated forward works programme.

You will also provide advice and direction to the Development Engineer, mentoring and guiding them as and when required.

You will be expected to have good written and verbal communication skills and be enthusiastic about the planning and delivery of high quality development. You will have good problem solving skills to contribute innovative solutions to a wide range of challenging issues.
You will require a full UK driving license along with your own vehicle and be willing to travel regularly within the county for site visits, inspections and meetings. The role is based at Quadrant Court, but you will ordinarily spend the majority of each week out of the office. There will be occasions when you may be required to attend sites out of hours, depending on the works being undertaken.

The role is based in the wider Transport Development Planning team which is responsible for assessing the transportation impacts of applications for planning permission and for managing the implementation of development related highway works. The post sits within the Transport Development Planning Technical Team.

To be shortlisted to interview for this position, your application will clearly evidence:

  • Relevant qualification in Civil Engineering
  • Membership of an appropriate engineering institution
  • Full and detailed knowledge of relevant national principles, practices, and procedures relating to Development Proposals and Projects
  • Sound knowledge of good practice in highway maintenance and asset management
  • Substantial experience in highway engineering/construction and dealing with highway related planning matters
  • Experience of construction sites
  • Excellent customer care skills and recognises the importance of meeting the needs of our customers
  • Diplomatic and confident telephone manner
  • Ability to work using own initiative, both independently and as a part of a team, under pressure and with effective time management skills
  • Have a full UK driving licence and own/have access to a motor vehicle
