Newark and Sherwood District Council is committed to making the district a cleaner, safer and greener place to live, work and visit.  The Environmental Services Business Unit has this at the heart of its activities.

We are now recruiting for a Waste and Transport Manager to undertake the co-ordination and management of domestic refuse and recycling collection, transportation, fleet management and the operation of the Trade Waste and Garden Waste Services. The successful candidate will have responsibility for recruiting, leading and motivating the team to deliver these services.  You will provide operational drive in an effective, professional and efficient manner and ensure service viability and service levels. In addition, you will also assist the Business Manager - Environmental Services with the direction and management of the service, deputising for this role if required.

You will be responsible for the overall operational service delivery of the Waste Collection services as well as strategic planning, promoting a culture of exemplary service provision, health & safety and customer focus. Using innovation and creativity, you will assist the Business Manager to develop and implement business plans for Waste and Transport to ensure that the Council delivers effective and efficient services. To support this, you must maintain a comprehensive awareness of service related legalisation and good practice in order to advise senior managers and Members. This will include, for example, advising the planning service to ensure that refuse requirements from developments are built into refuse and recycling services, as well as preparing and presenting reports at relevant Council and Committee meetings.

You will also be responsible for the overall provision of legislatively compliant and mechanically sound vehicles, plant and equipment to fully support all elements of the business unit’s operational delivery, ensuring  all on-going maintenance, servicing and replacement requirements are planned and carried out in accordance with regulations and with an awareness of budgetary implications. You will be required to hold the Site Manager’s Licence to enable the Council to operate a VOSA MOT station and ensure that the station retains its licence through the ongoing VOSA accreditation scheme. You will also be required to act as one of the nominated transport managers on the Council’s Operator’s License and you will ensure compliance with operator license regulations and ensure all vehicles operate in accordance with road transport law.

Leading and supporting your supervisors, you will ensure that they are able to co-ordinate the day to day operational delivery of the service and will proactively manage employee performance, recruitment, training, disciplinary and sickness absence and ensure thorough investigations are undertaken should accidents occur. You will also investigate customer complaints and be a point of contact for elected Members as well as ensure that the Council meets all of its responsibilities on Waste Management contracts and any waste transfer stations operated by the Council.

As part of the role, you will also manage and monitor the budgets for the services within your remit including but not limited to; income, expenditure, staffing and repairs and renewals, ensuring that there is effective financial management. Budgetary oversight is provided by the Environmental Services Business Manager.

The successful candidate will have demonstrable experience of delivering a successful waste management service and of translating strategic objectives into operational action. You will be adept at leading and motivating front line staff and will have experience of overseeing fleet management. You will have an understanding of local authorities and will hold a NEBOSH Safety qualification (or possess IOSH and be willing to undertake further training) as well as hold a C.O.T.C in National or International Road Haulage.
