We are currently recruiting to a Nurse Consultant post to work across Halton Borough Council’s (HBC) Care Home Division, with a focus on four distinct core functions: expert practice; professional leadership and consultancy; education, training and development and research, evaluation, audit and service development.  The post will also work closely with Chester University through an honorary contract.

We are looking for a registered nurse with substantial experience and expertise in older people’s care.  You will have experience of leading and managing a diverse range of health and social care staff; developing systems to improve the quality of care and developing the professional practice of staff through teaching and mentoring.  You will have good working knowledge of strengths-based approaches to frailty and end-of-life care, along with up-to-date knowledge of current legislation, professional and regulatory duties across health and social care.  In return, this 12-month developmental opportunity will give the successful candidate experience working across multiple care homes, the chance to make significant improvements to the quality of care across Halton, and contribute to Continuing Professional Development.

The Nurse Consultant post will be based Millbrow Care Home, Widnes and report to the Divisional Manager, working across the four internal care homes.


Background Information

Care Home provision in Halton is a mixed market, with demand on beds being fairly high.  CQC ratings range from inadequate to good with no outstanding care provision.  To this end, HBC have taken a radical step of purchasing four care homes with the aim of empowering and supporting the sector to improve the care provided.  In addition, to supporting staff through enhanced training and development in this complex and challenging area of work.  Nursing care leaders require a certain skills set to work within care homes, whereby a balancing act is needed between complex clinical skills working alongside a person-centred approach.

Linking to this, HBC were successful with a funding bid through the Cheshire and Merseyside Local Workforce Action Board (C&M LWAB) for a 12-month project to Enhance Quality in the Care Home Sector.  The aims of the project are to radically transform and enhance older people’s social care within Halton, focussing on improving care by addressing the needs of the key asset in this sector, the people who work in it.  The Nurse Consultant role is pivotal to the success of this project.

From 11 November 2021, The Health and Social Care Act 2008 (Regulated Activities)(Amendment)(Coronavirus) Regulations 2021 require registered persons of all Care Quality Commission (CQC) registered care homes (which provide accommodation together with nursing or personal care) to ensure that a person does not enter the indoor premises unless they have been vaccinated against COVID-19. You will not be eligible for employment or continued employment in such a setting if you are unable to evidence to your employer/prospective employer that you have either been vaccinated with the complete course of doses of an authorised vaccine (including booster doses); or that for clinical reasons you are medically exempt from vaccination.
