About the role

You will be joining the council, where environmental health and licensing plays a key role in delivering high profile services. The team works to improve public health and to protect the safety of residents, visitors and support businesses and licensees to operate safely and efficiently, whilst also being fully compliant with the relevant licensing regime.

Our Licensing Team is passionate about delivering high class, customer-focussed services and we are looking for a dynamic and positive Senior Licensing Officer to join us. 

These are unprecedented times for the delivery of regulatory services, balancing the need to ensure compliance with legislation and government guidance, whilst enabling businesses to re-open following the lifting of restrictions. 

The primary purpose of this post is to support the delivery of the full range of licensing functions, ensuring compliance with national legislation, guidance and local policies. As a Senior Licensing Officer, you will assist the Team Leader, Health, Safety and Licensing in ensuring that the council meets its statutory obligations, taking action where requirements are not met.

We are seeking a highly skilled and motivated individual with extensive regulatory experience of all areas of Local Authority Licensing including the Licensing Act 2003, Taxi and Private Hire regime, Gambling Act 2005 and Animal Welfare. You will be accustomed to carrying out a range of compliance and enforcement activity, managing a case load of diverse, complex matters whilst also supporting members of the team in the delivery of the service. A BII Level 2 National Certificate for Licensing Practitioners Higher Qualification or equivalent and evidence of continuous professional development, with experience of working within local government enforcement or similar work is key to the role.

With excellent communication and interpersonal skills, you must be able to interpret and convey complex information both in oral and written form to a range of audiences, to educate and secure compliance. You will have a proven track record of building effective working relationships with key internal and external stakeholders, businesses and partners.

In addition, you will possess excellent organisational and analytical skills, an ability to problem solve and adapt to competing priorities whilst remaining calm under pressure.

You will need to demonstrate experience of tackling serious or persistent non-compliance using the full spectrum of responses via a graduated enforcement approach, taking the appropriate steps to ensure compliance.
