Private Sector Housing Technical Officer

Investigate complaints of poor housing conditions and undertake inspections of private sector housing to assess potential hazards under the Housing Health and Safety Rating System (HHSRS).

To undertake the inspection of HMOs in relation to the Council’s licensing function management regulations and to assess conditions in relation to the HHSRS.

Prepare letters notices and schedules of work necessary to bring properties up to current statutory and Council standards and take appropriate enforcement action to secure necessary improvements.

To provide property owners, members of the public and businesses with general advice about the statutory requirements and guidance with regard to housing standards and management.


Degree in Environmental Health Housing or a Building related subject.

Qualified HHSRS practitioner

At least 2 years post qualification experience of working within a local government Environmental Health Team or similar.

You will be expected to inspect and survey a wide range of private sector residential properties including owner-occupied homes, houses-in-multiple occupation, and empty properties. You will also be expected to inspect properties in poor, overcrowded and unsanitary conditions in various locations, this may include early mornings and evenings so a level of flexibility is expected.

You will also be taking on an existing case load.

Experience in undertaking property inspections and investigation of complaints of housing conditions and taking subsequent enforcement action.

Sound knowledge and experience of the regulatory framework guidance and good practice in relation to the Housing Acts Housing Health and Safety Rating System HMO legislation and associated enforcement legislation.

Full knowledge of enforcement processes to include, Licence condition checks, Improvement Notices, Prosecution procedures and Financial Penalty Notice procedures.

To have excellent IT skills, with experience of using a database system, Word, Excel, Outlook, OneNote and Teams. Along with the ability to work on your own initiative, experience of dealing with customers both face to face and over the telephone.

Ability to use the relevant IT systems, to keep accurate records on all cases and ensure that each case can be tracked.

Ability to provide statistical and monitoring data, to outline both the current position and timescales involved in the adaptations/departmental processes.

To assist in the development of the close working relationship with the outside agencies, to assist with development of future projects.

To be conversant with the Council’s Housing Policy, develop good links with Housing Colleagues, to be able to advise clients and other professionals.

To act in accordance with the equal opportunities policy and undertake duties as required by directorate action plans.
