We are now seeking an inclusive, progressive Head of Human Resources to inspire and deliver our people agenda, and help us embed cultural and operational change to ensure we are fit for the challenges of the future. 

Working with colleagues in the Corporate Services Directorate, the postholder will play a key part in delivering a ‘one team’ customer focussed approach to service delivery. 

Managing a team of professional staff, this role will be the Council’s lead specialist for Human Resources, and the post holder will therefore provide strategic advice to our Executive Team members and senior leadership team colleagues, as well as ensuring a first-class operational service is delivered to support the whole council and its c750 staff. 

The successful candidate will be required to advise and support elected members in workforce matters and will take the lead role in people-related projects which support our modernisation agenda, as well as providing HR expertise to all strategy, transformation and change initiatives. 

Candidates for the role will have significant experience of operating at a professional level within the Human Resources field and will have an expert understanding of employment law, policy and practice, substantial exposure to change management and operational service delivery, as well as supporting the organisation to deliver the right outcomes. 

A primary requirement for candidates for this role is the ability to act as a positive champion for the Council’s Core Values.

This is a permanent position and the hours of work are 37 per week, working Monday to Friday. This post will require a hybrid approach to working, with attendance at onsite and online meetings, bookable workspaces and working from home.  Meetings may be in Lancaster, Morecambe or elsewhere in the District and County. Your assumed place of work will be Lancaster City Centre.  

The Council currently operates an excellent Flexible Working Hours Scheme which applies to this post. Subject to the needs of the business, this may allow employees to work between the hours of 6:00am-10:30pm and take flexi days in addition to a generous annual leave allocation.
