Consultant in Public Health

The post of Public Health Consultant, responsible for improving and protecting the health of the local population, is an important position that requires a proven strategic and analytical leader to deliver significant, sustainable improvements.  You will have strong leadership skills, a high level of political acumen, and exceptional people management skills.

This appointment will be made by Halton Borough Council as part of its Public Health Team.  The Consultant will be a senior advocate for public health in Halton and you will advise on standards and practice across the spectrum of both direct work and that of our partners.  You will be responsible for the integration of public health into the work of the Council and its partners, particularly as part of our move towards becoming an Integrated Community Partner.  You will act as a strategic lead for addressing health inequalities, the development and implementation of health protection, health care quality, health improvement, evidence and intelligence.  You will actively look for similarities in plans to identify possible synergies across service areas and drive through change by making connections between strategic vision and what needs to be done.

With a high level of intellectual rigor, negotiation and motivational skills, you will deal with complex public health issues to advise and make recommendations regarding services and patient care.  You will understand the link between economic success and good health and take a long-term approach to strategic improvements in both.

Your portfolio will be agreed upon appointment in consultation with the Director of Public Health.  Halton is a designated training location.  There is an opportunity to be an Educational Supervisor.

Halton is a Unitary Authority, with a population of 128,000, which sits either side of the River Mersey comprised of the towns of Widnes and Runcorn.  It is easily accessible within easy reach of the motorway networks and two international airports are close by: Liverpool John Lennon and Manchester Airports.   Halton is within one hour’s drive of the stunning scenery of North Wales and the Lake District and half an hour from the cultural, sporting and shopping opportunities of the cities of Liverpool and Manchester. Whilst the borough itself is steeped in rich history, historic Chester is nearby.

Halton is a great Local Authority to work in and has a very good reputation.  It is also a thriving borough in terms of regeneration.  We are proud of its extensive green open spaces with numerous opportunities for walks along the canals and waterways and has a number of award winning parks and new commercial ventures which make the borough a great place to live and work.

Halton faces a number of health challenges including high levels of deprivation in some areas and some challenging health inequalities. However, we are ambitious and want to strive to close the gap with the national average for health outcomes. Our community is strong, has a long history of local engagement and we are positive about our future.

We are seeking a public health professional who can demonstrate the delivery of successful outcomes, working across a range of partnerships.

For an informal discussion, please contact PA Helena Leech 0151 511 5018 to arrange an appointment with Dr Ifeoma Onyia, Interim Director of Public Health .
