Talent Attraction Manager

Are you passionate about talent attraction and want to make a difference to our employee experience and help us gain the best talent to work for our amazing Council. West Berkshire Council are looking to recruit to a brand new role to develop a talent attraction strategy and employer value proposition, (amongst much more!) that will support the attraction and retention of candidates and future employees to ensure we can offer excellent customer service as a Council, by having the best talent to ensure that happens.

About the Council

West Berkshire Council is a forward thinking and ambitious Council. We have a positive attitude to our work and focus on using excellent teamwork to deliver award-winning services for our residents and businesses.

Employing over 1,500 members of staff corporately, plus additional members of staff working across our local schools and education settings, West Berkshire Council is a large employer in the local area.

Our staff support the delivery of a wide range of services on behalf of the council, ranging from garden waste collection, housing and roadworks to caring for those in our communities, just to name a few. Without such hard working, dedicated staff we wouldn't be able to provide a host of different services to the community - everything we do is focused on our priorities for improvement:

  • Ensure our vulnerable children and adults achieve better outcomes
  • Support everyone to reach their full potential
  • Support businesses to start, develop and thrive in West Berkshire
  • Develop local infrastructure, including housing, to support and grow the local economy
  • Maintain a green district
  • Ensure sustainable services through innovation and partnerships

Our values:

  • Fairness
  • Customer Focused
  • Integrity

Our workplace has been built to be inclusive and supportive, a place where staff are appreciated for their hard work and dedication. We pride ourselves on training and developing our staff, ensuring we are well equipped to support the council to deliver our responsibilities. We offer volunteering opportunities and ensure social value in procurement. We are an employer of choice as we are real placemakers and participants in community life.

The Area

West Berkshire is home to 161,000 residents.

Situated in the south of England, the district is extremely lucky to have the best of both: rural villages with rolling, open fields mixed with the likes of Newbury, a historic and vibrant Market Town. In addition to the Town’s culture and leisure offer, there are plenty of shops and restaurants to keep visitors engaged.

Here in West Berkshire we have exceptional transport links that connect us with many areas across the south of England. Both the M4 and A34 are easily accessible, linking us with Reading, London, Oxford, Southampton, Swindon and Bristol - all within an hour's drive of the area. There is a good rail network, connecting many of our rural villages with mainline routes throughout the country.

The Roles

Reporting to the Service Lead for HR, this new function will work with senior managers, stakeholders and recruiting managers to develop robust recruitment strategies with a view to using direct recruitment first and foremost. It will also be important that postholders will be able to build strong working relationships with third parties to enable a proactive approach to talent attraction such as with recruitment agencies, as well as building relationships with other organisations who might be able to supply talent. The Council is keen to grow its offer using Apprenticeships, Graduate schemes, Internships, Work Experience and other early career opportunities.

You will also be able to create suitable adverts, marketing campaigns and a proactive approach to using social media for the purposes of attracting talent, and anything else that you think might help us gain talent.

We would like you to have significant experience in a recruitment or agency setting. Experience in the sector is desirable but related experience would be really helpful. We would love you to be able to use and build on the knowledge and experience you have of talent attraction, and knowledge of apprenticeships and other early career opportunities is desirable.

So if you are passionate about talent attraction and feel you can make a difference we would love to hear from you!

The Benefits

At West Berkshire Council, we recognise and value the contributions made by officers, who work hard to improve the lives of those living and working in the district. The wellbeing of all our staff is therefore important to us. If appointed, you will benefit from a competitive salary, generous annual leave entitlement of 29 days per annum rising to a maximum of 34 days, a wide range of relevant training, family friendly policies and hybrid and flexible working arrangements. Officers can also access a number of wellness programmes, including an Employee Assistance Programme, access to Physical Activity Champions and Mental Health First Aiders, and an Occupational Health Service. Employees will also be enrolled into the Local Government Pension Scheme.

This is a 18 months fixed term contract - funding limited project, with possibility of extension for a further 12 months

For an informal chat about the role, please contact Paula Goodwin, HR Service Lead at to arrange a suitable time. The closing date for both roles will be the 25th August 2022 at 12 noon.

Interviews are due to take place on the 9th and 12th September 2022.
