Transport for the North is England’s first Sub-National Transport Body. We were formed to transform the transport system across the North of England, providing the infrastructure needed to drive economic growth. Our office is based in Manchester, with colleagues working closely with Local Transport Authorities across the North.

As a partnership, we bring together the North’s 19 local transport authorities and business leaders together with Network Rail, National Highways, and HS2 Ltd and are working with Central Government. We help enable the North to speak with one voice on the transport infrastructure investment needed to drive transformational growth and rebalance the UK economy.

This transformation requires a powerful evidence base, and analytical capability to build business cases for a wide range of transport schemes and reflect their real-world impact on the productivity, sustainability, inclusion and connectivity of the North.

The Technical Assurance, Modelling and Economics (TAME) team provides this evidence base for TfN’s Strategic Transport Plan to connect the North’s towns and cities and create a more productive and inclusive economic area. TAME is a team of analysts, data scientists, transport modellers and economists who develop innovative data analytics and modelling tools and apply them in programmes and business cases to show how transport could enable this economic transformation.

Our tools include bespoke models to represent the North’s rail network, highway network, land use, freight (including international connections) and warehousing, electric vehicle charging, carbon assessment and economic impacts at strategic and local levels.

What we are looking for:

We have roles available across TAME, requiring a range of analytical skills. We are seeking candidates who:

  • Are passionate about the role of transport in the North to support local and regional aims
  • Have experience in developing effective working relationships with project teams and clients
  • Have excellent communication and writing skills
  • Have a high level of numeracy with strong problem-solving skills and innovative thinking
  • Have qualifications in an appropriate field such as transport planning, engineering, mathematics, computer science, economics, geography or similar

Role Overview:

We are looking to appoint a Senior Assurance Officer to further strengthen our transport modelling and analysis team within TAME, establishing ourselves as a centre of excellence for modelling and analytics across The North and an innovator in the industry.

The Senior Assurance Officer will be responsible for the supervision and technical delivery of analytical projects to meet customers’ needs and expectations across TfN, our local and national partners.

At our Assurance Officer level working in the TAME team you will be required to provide data, analytics and assurance services, as set out within your role profile below, to support the delivery of the Governments Integrated Rail Plan in accordance with TfN’s Grant Funding Agreement with the DfT.

About you:

You will be able to demonstrate excellent transport related analytical skills with a practical understanding of strategic modelling. This experience will include the ability to develop, operate and assure transport models in a number of software packages, such as SATURN and CUBE, to provide strategic analysis of interventions, selecting relevant information and applying specialist techniques in the development of strategy and policy or technical solutions.

We are also interested in candidates with a transport business case or technical assurance background, and you should be able to demonstrate practical experience in leading or substantial input to business cases and independently assuring related technical work. 

The candidate will be involved in leading many aspects of modelling and appraisal development, application and review, including base and forecast years and model calibration and validation.

The candidate will use their experience and knowledge to coach, mentor and supervise internal technical specialists and external contractors.

Candidates must possess a highly numerate degree or possess substantial equivalent experience.
