This is your opportunity to contribute to the effective leadership of the Adult and Community Services (ACS) Mental Health and Learning Disabilities (MHLD/A) Service area, delivering good quality services and effective integration between health and social care through collaboration with stakeholders and partners across the system to deliver better outcomes for the people of Suffolk.

About the team:

As part of the ACS MHLD/A leadership team you will be responsible for the Operations and Partnership teams within your Service providing strong leadership both to the emerging new Mental Health operating model and Learning Disabilities teams. You will work across Suffolk with a number of key partners, implementing and delivering Transformation Plans. You will directly manage teams made up of social work services, occupational therapy, reablement services, adult mental health, mental health and learning disability services and staff.

The role:

Reporting to the Assistant Director Mental Health, Learning Disabilities & Autism & Access, this is a key senior management post within the Adult and Community Services Directorate, you will be at the forefront of developing, communicating and implementing new approaches to the delivery and operation of mental health and learning disability services. Key elements of the role will include:

  • The creation of a high-performance culture within the ACS directorate that is flexible, innovative, responsive to changing priorities and empowers people to deliver excellence, best value and continuous improvement for the people of Suffolk.
  • A clear focus on customer, families and community needs ensuring preventative and long-term sustainable solutions which enable people to live long and fulfilling lives by maximising their independence.
  • The development of a highly effective, collaborative and inspirational Management Team demonstrating strong leadership for our staff and partners.
  • Excellent leadership ensuring effective operations in planning, programme development, human resources and staff development, business development, and financial oversight.
  • Effective system leadership, building trust and developing shared priorities with the Area and Assistant Directors, partners and stakeholders, including tackling areas of conflict and creating solutions to ensure the delivery of user-focussed, integrated, locality-based services for vulnerable adults and their families.
  • Leadership of appropriate networks, boards and individual stakeholder relationships across the county system in order to influence increased integration and collaborative working.
  • Joint working with Children and Young People Services (CYP), Public Health and Health to convert agreed ambitions into delivery plans, ensuring controls and governance are in place to deliver outcomes.
  • Collaborative, integrated outcome-based service planning that takes account of national performance standards, statutory and local performance plans and ensures the personalisation of social care services for adults is achieved as outlined in Suffolk’s prevention and early intervention policy “Supporting Lives, Connecting Communities”. Ensuring that all statutory services and operational obligations (e.g. Care Act, Mental Health Act and Mental Capacity Act) are fulfilled and delivered to agreed standards and quality frameworks.
  • Effective communication strategies for sharing the vision and plans with staff, partners and the public to ensure there is clear understanding.
  • The monitoring and continuous review of directorate, strategies, delivery plans and priorities, to ensure delivery and that risks are managed and escalated appropriately.
  • Joint management and leadership of the savings and transformation plans for your function, ensuring that plans are in place across your ACS area with lead accountable budget owners established. Ensure appropriate controls and governance are in place to track financial performance, delivering agreed out-turn targets.
  • Leadership of staff engagement for your service area.

About you:

We are looking for an exceptionally strong and experienced operational leader with in-depth knowledge and understanding of the major issues facing local government and the specific challenges facing Adult and Community Services. You will be able to provide demonstrable evidence of having successfully delivered service improvements or redesign, delivering associated cultural change to embed the improvements whilst achieving savings. You will have strong staff, project and change management skills, excellent communication skills and a proven ability to manage large numbers of senior stakeholders, complex programmes and tight deadlines.
