HR Policy and Strategy Lead

Lancaster City Council is an award winning and inclusive Council serving a wide range of communities that reach from the coast to the mountains, including the historic City of Lancaster, Morecambe, Carnforth and related areas. HR & OD sits within Corporate Services which also includes Finance, Democratic Services, ICT and Revenues and Benefits.

At Lancaster City Council we value our staff who are at the heart of everything we do. We have big plans and are determined to ensure that Lancaster City Council continues to be a rewarding place to work. We have a temporary opportunity for an experienced HR professional to lead on a full review of our HR policies and procedures in the temporary role of HR Policy / Strategy Lead.

You will take the lead to review our current policies and procedures and deliver an action plan which prioritises what needs to be updated and when, ensuring over the next few months our policies are fit for purpose and in-line with legislation and best practice, and aid us to deliver on our priorities as an organisation. You will also interpret the latest legislation and best practice in HR and translate this into practical advice for managers and the Head of HR&OD. As well as the policy review, the successful candidate will lead on the creation of a manager self-serve area of the existing intranet, to include relevant policies, FAQ’s, management guides and toolkits for consistent application of policies and procedures.

If your background is in HR policy and leading this piece of work from start to finish appeals, this could be the job from you. You will be able to manage conflicting demands and build strong relationships with a range of stakeholders including staff, managers, trade unions and members, and be comfortable presenting in formal committees.

The post is temporary for 18 months. The hours of work are 22.2 per week. The role is hybrid, with a combination of attendance at onsite and online meetings, bookable workspaces and working from home. Meetings may be in Lancaster, Morecambe or elsewhere in the District and County. Your assumed place of work will be Lancaster City Centre.

The Council currently operates an excellent Flexible Working Hours Scheme which applies to this post. Subject to the needs of the business, this may allow employees to work between the hours of 6:00am-10:30pm and take flexi days in addition to a generous annual leave allocation.

We are an Investor in People, Forces Friendly employer, and an Armed Forces Covenant committed organisation. We welcome applications from defence reserves and other members of our armed forces community. We are an inclusive employer and welcome applications from all parts of our community. We are happy to consider part time and / or job share applicants for these roles.
