Reporting to the Home Ownership Manager, the Section 20 Officer will be responsible for ensuring that we achieve full maximum recovery of all major works and service charges, by ensuring all notices and invoices are served in accordance with statutory requirements and London Borough of Havering’s procedures and timescales. Working closely with the major works team to ensure full section 20 compliance, controls and management.

To provide advice/guidance to officers relating statutory consultation requirements and London Borough of Havering’s procedures. 

To provide advice/information to leaseholders about major works consultation, billing and collection

To ensure we also deliver a high quality and comprehensive home ownership and leasehold arrears service, maximising recovery and reducing arrears. 

Working to maintain detailed records, performance and reporting information to ensure we comply with our statutory duties, and achieve top quartile collection of major works billing, services charges and any other leasehold /home ownership debts.

As part of the Home Ownership Service, the Section 20 Officer will also deal with leaseholder enquiries, complaints and leaseholder engagement.

About the Job

In this role the responsibility will of course be to ensure we achieve full maximum recovery of all major works and service charges, by ensuring all notices and invoices are served in accordance with statutory requirements and London Borough of Havering’s procedures and timescales.    

It will also has responsibility and ownership of a range of key deliverables which will include:

  • To ensure all statutory timescales are adhered to and corporate timescales are met
  • That all section 20 notices, and other statutory notices and invoices are completed correctly and served on time
  • To lead on all relevant consultations and engagement and answer leaseholder queries around their major works billing and invoicing
  •  To ensure that detailed and accurate records of all notices and invoices
  • Working as part of a team to achieve against all service plans, targets, budgets and resources.
  • Responding to all customer enquiries and complaints within agreed service standards and where necessary, contact customers to clarify issues raised.
  • To ensure that correct checks are undertaken to minimise the incidents of fraud within the service area’s and therefore protecting the council funding, resources and residential stock.

About You

The successful candidate will need extensive experience, of robust income collection, recovery and debt management within the field of home ownership and leasehold services.

You must be able to evidence the following in your application:

A minimum of 2 years experiencing of the preparation, consultation and issue of Section 20 consultation notices and major works invoicing.

A minimum of 1 years’ experience and extensive knowledge gained from working within the field of leasehold management.

A minimum of 1 years’ experience of working in a large local authority, social housing and or complex political organisation.
