Hertfordshire County Council is committed to increasing sustainable transport infrastructure and enabling more journeys to be made by walking, cycling, passenger transport and other sustainable modes.
The role focuses on developing transport strategies and programmes of transport projects. This aim of this is to help us to develop an efficient future transport network able to accommodate proposed development growth and deliver our vision of increasing sustainable transport infrastructure as set out in our Local Transport Plan. This role presents an opportunity to shape the future of the county.
The role focuses on transport strategy development, programme management and supporting the delivery of transport schemes to increase sustainable transport, improve air quality, support economic growth and tackle climate change.
The role will involve close collaboration with the district/borough council to build up an understanding of their future development proposals and ensure that strategies are in place and transport schemes are identified and designed to enable future residents to be able to travel easily and efficiently.
This role involves acting as the lead for transport for a geographical area within Hertfordshire. You will be expected to build up a comprehensive knowledge of current transport issues, pressures on the transport network and future scheme proposals through working closely with colleagues across both Hertfordshire County Council and Borough/District councils as well as local council members and other transport organisations. .
This role will be responsible for leading the transport programme including the ongoing development of the transport strategy and management of consultants undertaking transport related projects
Qualifications:
- Post graduate Diploma, Masters or Honours Degree qualification or equivalent relevant qualification or experience
- Achieved or actively seeking professional membership or technical qualification with an appropriate institution
Skills
- Management of projects and programme to agreed timescales
- Ability to deliver work accurately and on time, managing competing priorities.
- An ability to influence and negotiate with councillors or other senior representatives and an awareness of the political environment
- Clear decisive and persuasive communication skills both written and verbal demonstrating an ability to present thoughts and ideas to a variety of audiences
- Collaborative working with team members and wider stakeholders
- Interpersonal skills including active listening, discussion, clear resolution of disagreements and giving and receiving feedback
- Numeracy and awareness of budget management and bidding processes.
Knowledge of:
- Transport planning processes
- Project and programme management
- Local planning processes / Local Transport Plan awareness (desirable)
- Democratic processes (desirable)
- DfT technical standards and appraisal methodology (desirable)
Demonstrable Experience of:
- Managing transport-related project
- Financial management
- Contributing towards funding bids
- Working collaboratively as a member of a team.
- Commissioning and managing consultants
- Working collaboratively with stakeholders
- Previous experience working with or for a public authority would be advantageous
The role will involve working collaboratively as part of a team and with key stakeholders such as the district councils, and key transport organisations. Clear, decisive, and persuasive communication skills, both written and verbal are important along with the ability to communicate with senior managers and elected Members.
