The successful applicant will provide financial support to the Front-Line Services (FLS) division, which is part of the Regeneration, Culture & Environment (RCE) Directorate. The Service areas within the FLS Division include Parking, Highways, Waste Services, Grounds Maintenance & Crematoriums and has a net budget of £44.5million pounds (Expenditure £61.3million & Income £16.8million)
Duties will include:
Supporting FLS budget managers in preparing projections for inclusion in the financial outlook. Assist in preparing business cases, identifying the financial impact to help inform the budget build process.
Undertake detailed salary budget build for each service, liaising with budget managers to ensure accuracy.
To work closely with budget managers, to ensure that they undertake effective budget monitoring and to review and challenge forecasts which differ materially from the approved budget. This is to include the submission of a report to the Finance Business Partner.
Closure of the accounts to revenue account stage, ensuring all material accruals are properly recognised in the Management Accounts in accordance with the closedown timetable. Liaise with external auditor as required.
Develop a good working relationship with the service, and assist where necessary in their training and development, in order to promote ownership of their budgets and understanding of financial responsibilities.
Complete, in accordance with statutory or prescribed timetables, the relevant sections of returns, statistics or questionnaires to various outside bodies including the RO and RA returns.
