Application Analyst & Developer

This new role is a unique and exciting opportunity to become part and leading contributor of a small and expanding development team and join us in our digital transformation journey.

You can expect to be working on a wide range of exciting projects key to our Digital Transformation Strategy focussed on our customer needs and embracing the following five digital priorities - One Council, Efficient Workforce, Demand Management, Economic Growth and Smart Borough, through mobilisation, system integration and process automation.

As an Application Analyst & Developer, you will play a leading role in the move towards electronic service delivery.

You will be the primary contact for any questions related to how the system works from both a business and technical perspective. Partner with business liaisons to understand and define system goals and technical system requirements.

You will serve as the lead developer, responsible for designing, developing, and integrating web-based and client server applications using requirements analysis and design techniques. The Analyst/Developer partners with chief infrastructure and architectural heads, and engages with the Development team, to write code and ensure that IT service level standards and roadmaps are met.

You will have proven experience in C#, .NET, JavaScript, HTML5, REST APIs, CSS, MS SQL with a good understanding of OOP and Git.

Knowledge of Jadu, PHP, Symfony, Oracle, MySQL, Azure DevOps would be desirable.

Your duties will include development and maintenance of computer systems, support, and maintenance of inhouse development and 3rd party applications, evaluation and implementation of software packages, business analysis and assisting the Development Manager in other areas of ICT.

The Council's main offices are based in Kings Hill, West Malling but due to the nature of the role it could easily accommodate flexible/home working for the majority of the time.
