Private Sector Housing Officer

15 hours dependent on days worked

Salary scale Grade 5 - £36,298 – £42,503 full time equivalent (pro rata for 15 hours from £14,715.41 to £17,230.95) )             

Rushmoor Borough Council is situated in Farnborough, which is in North East Hampshire.  The council continues to provide an excellent service to residents enabling them to live in warm, safe and accessible homes.

Rushmoor is looking for a part time private sector housing officer to work within Operational Services.  The private sector housing team deal with all aspects of regulation and enforcement of housing standards, fire safety, conditions and licensing of HMOs, mandatory disabled facility grants, discretionary housing renewal grants/loans, immigration inspections, empty properties and energy efficiency.

This is an exciting, challenging and rewarding role working within the private sector housing team. You will need to be self-motivated, empathetic, an excellent communicator and confident in making enforcement decisions to achieve positive outcomes for residents and landlords. 

If you are interested in applying for this role, the council would like you to have:-

  • Experience of assessing housing conditions using the Housing Health and Safety Rating System (HHSRS)
  • A knowledge of building construction and defects
  • Experience of inspecting and licensing HMOs
  • A knowledge of enforcement action and powers of entry under Housing Act 2004
  • A knowledge of the legislation to deal with rogue landlords under the Housing and Planning Act 2016
  • A knowledge of the legislation to deal with bringing empty properties back into use
  • A knowledge of energy efficiency legislation in relation to privately rented properties
  • Experience of administering disabled facility grants and housing renewal grants and loans
